The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, and Vice Mayor Pico
NOES: None
ABSENT: Mayor Tarver
ABSTAIN: None

5. MEETING OPEN TO THE PUBLIC

Michael Faber, 833 Abbie Street, gave a brief report on the Pleasanton Unified School
District Proposed bond issue that is on the March 4 ballot. Michael Faber thanked the Council
and asked that everyone vote on March 4, 1997.

Danny Watson, 1346 Ridgewood Road, asked for a 100 hour community project to help
him complete his Eagle Scout requirements. (Ms. Acosta said that the City works with many
Eagle Scouts and his name would be given to the Parks & Community Services Department.)

Lynn Beamon,449 Rose Avenue #11, reiterated his complaints to Council.

Jerry Wagner, 4043 Nevis, owner of Pleasanton Mobilehome Park, said he is in violation
of Housing & Community Development (HCD) rules and in order to comply, he will have to
evict a long term tenant. Mr. Wagner is asking Council to authorize the space so he will not
have to evict the long term tenant.

Mr. Roush said the park is being operated in violation of the zoning ordinance and the
City informed Mr. Wagner of this. We also told Mr. Wagner that there was no reason to evict
the tenant in 12A because Mr. Wagner currently has only 16 mobile homes spaces, of which
12A is one, and 32 mobilehome spaces are allowed. It is inaccurate that the City is requiring
the tenant in 12A be evicted.

Mr. Wagner stated that he is not going to revamp the park.

Scott Carter, 2678 N. Main Street, #22, Walnut Creek, stated that this is an old trailer
park and is not a modern mobilehome park. He stated that many of the spaces in the park
would not accommodate the modern mobilehomes. He stated that under state law, lot lines
cannot be changed without approval of affected residents and the city. There was a request to
grandfather in space 12A. All other spaces in the trailer park have been approved by the City.
It is the owner's understanding that in order to grandfather this space, the owner would need
City approval. But when the application was submitted and the staff report was prepared, it
listed several requirements to approve space 12A. He thought one requirement was a
recreational area. Mr. Carter stated that the mobile home park has a limited number of years
and feels the request for a recreational area is unnecessary.

Pleasaton City Council 2/18/97
Minutes 3
