for the cost of the facilities from other new users. The staff report raises four issues: 1) the <br />Spotorno MOIl contemplates an 18-hole golf course, not a 27-hole course. They do not want <br />to see a 27-hole course even in exchange for additional density on the flat land. However, the <br />MOIl does not preclude 27-holes, but they want full, fair market value compensation for any <br />land taken for the additional nine holes; 2) the MOIJ does not contemplate a temporary vehicle <br />access to the golf course from Alisal Street through the Spotorno property, but the staff report <br />does. The Spotornos would be willing to modify the MOU to permit the temporary access but <br />subject to the condition that when the east/west collector has reached the take-off point for the <br />bypass road, then the City would complete the bypass road and take traffic off the flat part of <br />the Spotorno property. He believed the Happy Valley neighbors would insist on the same <br />condition; 3) the staff report raises the issue of one-acre vs. two-acre parcels in the Happy <br />Valley area. That is the big difference between Alternative 3A and 6A. Happy Valley residents <br />and the Spotornos support one acre parcels. Nevertheless, the Spotorno MOU is not contingent <br />upon the Council decision on the parcel size. The MOU states that if Council decides on one- <br />acre parcels for the rest of Happy Valley, then Spotorno Flat should be given the same <br />treatment; 4) the Spotorno MOU provides that all new users of the bypass road to pay their pro <br />rata share of the costs including the golf course and units on the Spotorno property. The City <br />should pay the golf courses' share of the water tank and the bypass road, but that is not a <br />Spotorno issue. If the City works out an arrangement whereby the City's share is covered by <br />others, that is between the City and the other property owners. Finally, the Spotorno property <br />is located where it can be developed whether or not the City builds a golf course. The <br />Spotornos propose this MOU in an effort to be cooperative with the City. <br /> <br /> Don Temple, 6409 Alisal, President of the Alisal Improvement Association, indicated the <br />residents of the Happy Valley area support the golf course as a better way of serving the <br />community and preserving their style of life. They are willing to be part of Pleasanton so long <br />as urban standards are not imposed. This valley has much to contribute: areas for walking, <br />jogging, bicycling, and a leisure drive to show kids the animals. They want to preserve this and <br />request the following: water and sewer connections should not be mandatory; keeping of large <br />animals should be allowed as in the North Sycamore area; flood control will be addressed as <br />part of the golf course development process; street lights, curb and gutter, and other major <br />street changes will not occur; access to open space will ultimately occur; use of Sycamore and <br />Alisal for a two to three year maximum time with no connection to the North Sycamore new <br />road. When the North Sycamore Specific Plan was developed a major point was that there be <br />no connection between that road and Alisal. Residents did not want that traffic. He has talked <br />to many residents, some have parcels of three acres or larger and have no intent to develop. <br />They are supportive of the golf course and the specific plan, but still have concerns about traffic <br />and density. Increased traffic will create safety problems on the road and noise. These people <br />were satisfied with the results of the third meeting, which ended with the road over the hill and <br />they are not in favor of one-acre density. The fourth meeting, which was not planned, did not <br />bring out the residents of the area. He objected to the one-acre density and disagreed that <br />Happy Valley can support the amount of traffic proposed. The original proposal planned to <br />straighten a portion of Happy Valley before it becomes Alisal. Spotorno is required to build a <br />54 foot wide corridor including a bridge that does not match the surroundings. Most of this road <br /> <br /> 15 1/21/97 <br /> <br /> <br />
