3. AGENDA AMENDMENTS

Ms. Redmond, on behalf of the City Manager, said Items 4q, Commendation to Home
Depot, Inc. for assistance to the Steinbrenner family and Item 4r, Proclaim February 14-20, 1999 as
"Amador Valley DECA Week", had been added to the agenda after it was posted. She also said the
third item under Closed Session, "Confer with legal counsel regarding pending litigation Monty
Bemey v. City of Pleasanton" had been continued for sixty days.

Ms. Shah asked if citizens had been notified regarding Item 4, Arroyo Trails Project
(bikeway) Phase II, CIP 935028.

Ms. Redmond said all the residents on the cul-de-sacs that back up to the sound wall had
been sent notices.

4. CONSENT CALENDAR

It was moved by Ms. Ayala, seconded by Ms. Dennis, that the following actions be
taken on the Consent Calendar:

a. Approve the City Council Minutes for February 2, 1998 as amended.

-- Carole Varela, 3858 Mohr Avenue, said the minutes did not reflect what she was trying to
convey. She would like the minutes to reflect her phone number, direct quotes, and the City
Council's comments. She did not think the speakers should need to write down their comments in
order to have their comments accurately incorporated into the minutes. She felt all the statements
she made at the February 2 Council meeting were significant enough to be in the minutes.

Mayor Tarver explained that verbatim minutes are not done and the Council meetings are
recorded in case a question arises about what was said. The City Clerk tries to recap what goes on
at the meetings in such a way so there is not a volume of paper. The Council has always
entertained people 's wishes to have the minutes amended if the minutes need more explanation.

Ms. Varela did not understand why the City Attorney has to review the minutes before they
are approved. She understood that the minutes are paraphrased, but that some of the meaning is
lost during that process.

Michael Roush said he reviews the minutes to make sure they are grammatically correct and
that they reflect the essence of the Council meeting. If a speaker feels that the minutes do not
reflect the essence of what they were trying to convey, the minutes could be amended. The minutes
for February 2, 1999 could be amended to read "she thanked all the residents who had joined, and

Pleasanton City Council 3 02/16/99
Minutes
