submitted in November 1997 the planner wrote "Adobe or equivalent color" on the blueprints.
The sandstone color was submitted at the time the stucco was applied.

Mayor Tarver said the problem is that the color needs to be darker and the applicant
wants the color lighter. The issue is perception. The applicant thinks the stucco applied to the
house is good and staff' s position is the color is not what they anticipated for the area.

Mrs. Nelson said in regards to the West Foothill Overlay District the best color to blend
is a darker color. She said the West Foothill Overlay District does not say anything about being
dark; it says the color may not be bright and that the color must blend in with the grasslands.
She said the color applied is very close to Adobe. She submitted a sample of double sandstone to
the Planning Department. The Planning Department requested a sample of triple sandstone. The
stucco company came early and started applying a double coat of the sandstone. The triple mix
sample is much brighter. She said the double mix of sandstone is much closer to the Adobe
color and more golden.

Ms. Ayala said the West Foothill Overlay District building design states that the exterior
of buildings should use natural materials. She believed that staff had worked with the applicants
in not requiring them to install wood siding but did require the application of a darker color.

Mrs. Nelson said she is accountable for the conditions of approval. The stucco color has
been darkened. She never agreed to a dark stucco color. There is nothing about the house
-- design that cannot be approved under the current zoning or under the West Foothill Overlay
District.

Mr. Nelson said he could live with a darkened stucco color. He felt his house is exempt
from the West Foothill Ove~ay District. He feels the stucco color blends into the enviromnent
and meets the spirit of the area. What is more important, the minor shades of the color or a
project that sticks out like a sore thumb?

Ms. Michelotti wanted to know how visible this house would be when traveling south on
Foothill Road.

Mrs. Nelson said the house can not be seen from the Muirwood Drive signal. The
house can be partly seen as a vehicle moves along Foothill Road. There will be two more homes
constructed on the slope area sometime in the future. Eventually the house will only be viewed
looking straight up Bethel Lane.

Ms. Michelotti clarified that the application of the rock will be completed within one year
of occupancy and the maintenance of the V-ditch will be maintained by the Nelsons.

Mrs. Nelson agreed. In conclusion she and her husband are satisfied with the color and

Pleasanton City Council 9 01/05/99
Minutes
