the Council makes in regards to the color. Once the color is determined, the applicants will <br />request occupancy and staff will have to determine whether the Nelsons meet the conditions for <br />occupancy. <br /> <br /> Ms. Michelotti understood that occupancy was being held up until the issue of the color <br />was resolved. <br /> <br /> Ms. Acosta said that is correct. Another issue that also was impacting occupancy was the <br />application of the stone to the building elevations. <br /> <br /> Ms. Michelotti understood the application of the stone was going to be done sometime in <br />the future. <br /> <br /> Mr. Nelson said the conditions of approval dated July 1996 state that one year after <br />occupancy the exterior of the house must be completed. He explained that stone is not within his <br />budget and that he might have to apply the rock himself. Therefore he wanted to move into the <br />basement and have up to one year to complete the stone work. Everything else is complete on <br />the exterior of the house except the pouring of the front porch that goes to the upper front door. <br />He said the stonework was not included as a condition for occupancy. <br /> <br /> Mayor Tarver asked what the process is for approval of color? What does it mean if the <br />plans say equivalent to a certain color. <br /> <br /> Mr. Swift said every manufacturer uses different names for colors. The City uses a <br />general color board from a particular manufacturer and "Santa Fe" is the color that is identified <br />on the board. A different manufacturer may show "Santa Fe" differently. If the applicant <br />wanted to use a different manufacturer, the applicant needs to submit a paint chip that is <br />equivalent to "Sante Fe" on the City 's color board and then staff would need to determine if it is <br />okay. <br /> <br /> Mr. Nelson said he submitted a single sandstone color. The City planner suggested a <br />darker color. He had a special color sample made and submitted it to the City one week before <br />the stucco was scheduled to be applied. But the company he hired to apply the stucco started <br />early. He was told by the Planning Department that the color could not be approved as <br />submitted. The Planning Department suggestion applying a triple mix sandstone color. The <br />stucco company said if a triple mix was applied it would create a much brighter color. He felt <br />the current color was similar to the adobe color. <br /> <br /> Ms. Ayala asked how many different colors were submitted for approval. <br /> <br /> Mr. Nelson said a color board for Sante Fe was considered during the issuance of the <br />building permit.
