The project <br />before Council tonight has already been through an environmental review process. <br /> <br /> Mr. Cordtz felt this project is setting a precedent of $22,000 per home. <br /> <br /> Brian Arkin, 3740 Newton Way, understood the developer increased the density by <br />giving the City $1,000,000. He asked what the rate of return would be to the developer? <br /> <br /> Ms. Ayala said the above mid-range density approved for the project is within the <br />General Plan guidelines. She believed the neighbors preferred that Foothill Road be improved so <br />that the entrance to the development was from Foothill Road and not through existing <br />development. The cost for these improvements is estimated at $4 million. <br /> <br /> Mr. Arkin said the builders would not be giving the City $1,000,000 unless they were <br />going to get a good rate of return. How does the City decide what is a fair price? He wanted to <br />know how the calculations are done. <br /> <br /> Ms. Ayala said the recommended amount was made by the Planning Commission. <br /> <br /> Ms. Michelotti said when a development is proposed above the mid-range density, the <br />City asks the developer for some type of amenities. The amenity package for this project is the <br />improvements to Foothill Road. The Planning Commission recommended the .price be <br />$1,000,000. <br /> <br /> Mayor Tarver said the fee that the developer offers is the means for establishing the <br />price. <br /> <br /> Ms. Dennis said when amenities are discussed the Council is not privy to how much <br />money the developer is making. The Council makes sure the amenities are of benefit to the <br />community. Public hearings are held to determine the value and what amenity would be <br />appropriate. <br /> <br /> Mr. Arkin would like a more analytical approach done in the future that can be <br />scrutinized. <br /> <br /> Ms. Michelotti said usually amenities are within the scope of the project. This is a low <br />density project and the neighbors wanted improvements to Foothill Road. The decision of where <br />the money will be spent will be discussed in great length later. <br /> <br /> k.
