MINUTES <br /> OF <br /> THE <br /> MEETING <br /> OF <br /> THE CITY COUNCIL <br /> <br /> December 1, 1998 <br /> <br />1. CALL TO ORDER <br /> Mayor Tarver called the Regular Meeting of the City Council to order at 7:03 p.m. <br /> <br /> Ms. Dennis led the assembly in the pledge of allegiance. She welcomed and appreciated <br />everyone that was at tonight's Council meeting. <br /> <br />2. ROLL CALL <br /> <br /> City Clerk Peggy L. Ezidro called the roll, which is recorded as follows: <br />Councilmembers present were Kay Ayala, Becky Dennis, Sharrell Michelotti, Thomas P. Pico, <br />Jr. and Mayor Ben Tarver. Staff members present were: Deborah Acosta, City Manager; <br />Michael H. Roush, City Attorney; Brian W. Swift, Director of Planning and Community <br />Development; Randall A. Lum, Director of Public Works; Jim Balch, Police Department; Jim <br />Wolfe, Director of Parks and Community Services; Andy Jorgensen, Parks and Community <br />Services; Larissa Seto, Assistant City Attorney; and Gail Gilpin, Economic Vitality Manager. <br /> <br />3. AGENDA AMENDMENTS <br /> <br /> Ms. Acosta said Item 6d, AP-98-15, an appeal of the Planning Commission's <br />determination that certain installed improvements are not consistent with the design review <br />approval for a home, was continued to the January 5, 1999 Council meeting. <br /> <br />4. CONSENT CALENDAR <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Dennis, that the following actions <br /> be taken on the Consent Calendar: <br /> <br /> a.
