picket and anyone who is interested in finding out more information was welcome to stop by the
picket line. The United Steelworkers wanted to inform the cotnmunity and asked for its support.

David Walden, 5652 Belleza Drive, had a complaint about parking regulations in
downtown Pleasanton. He said he parked his vehicle in front of his business on Saint Mary's
Street. At approximately 10:30 a.m. he went to run an errand. When he got in his car he
realized he had forgotten something in the office. He parked his car again, but it was in a
different place. He got delayed and when he went to leave his office approximately one hour
later he was receiving a ticket. He explained to the officer that he had moved his car from one
space to other and showed the previous scuffed marking. The officer explained that the
ordinance refers to the whole downtown area and does not consider parking by individual spaces.
There/ore a vehicle cannot be parked in the downtown area for more than two hours without the
potential to receive a citation. Although he understood the reasoning as explained to him, he
felt it was an anti-downtown business ordinance. His main complaint is that the downtown
signage does not explain this. He said most people think the signs apply to individual spaces.
If someone wanted to visit a number of stores in the downtown area, moving the vehicle every
so often, they would be in violation. He felt the ordinance was poorly written and should be
revisited or at the very least change the signs to reflect the law as written.

Mr. Roush said the whole area of downtown parking is being revisited by the Council
within the near future. The parking issue can be looked at during that time. The reasoning
behind the ordinance is to avoid situations where someone is moving a car every twenty feet or
so to avoid being ticketed.

Ms. Ayala said she would like the Downtown Association to review the ordinance.

Mr. Walden understood the concept of the ordinance, but he felt it was an overkill.

Ms. Michelotti asked how soon the ordinance would bc revisited.

Ms. Acosta said staff and the Downtown Association is working together on the.
downtown area. Another issue that needs to be looked at is the parking by employees who work
in the downtown area that need parking. The City of Pleasanton does not have an aggressive
parking enforcement because the city was trying to create a popular downtown area. The City
has received requests from the merchants to have an aggressive enforcement but it could have
sorne downside. She said a summary report was almost complete but the final recommendations
were several months away.

Pleasanton City Council 4 11/03/98
Minutes
