Ms. Michelotti said the ranges for the San Francisco property are quite extensive giving <br />considerable room for flexibility. <br /> <br /> Mr. Pico was concerned with applications coming forward wanting to build more units <br />beyond the mid-point. <br /> <br /> Mayor Tarver asked when the Growth Management Report would be done. <br /> <br /> Mr. Swift expected to have it before the Planning Commission at its first meeting in <br />November. <br /> <br /> Mayor Tarver asked if staff felt the Negative Declaration was out of date as it related to <br />traffic and schools. <br /> <br /> Mr. Swift said no. <br /> <br /> Mayor Tarver asked if the traffic report used 1996 or 1998 numbers. <br /> <br /> Mr. Swift believed 1998. <br /> <br /> Mayor Tarver said the footnotes to the tables in the report reflect the 1996 City wide <br />model. He asked staff again if the 1998 numbers were used. <br /> <br /> Mr. Swift believed staff used the 1998 numbers. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> Jim Summers, President of DeSilva Group, thanked staff for its efforts and the neighbors <br />who helped work on this project. He gave an overview of the project. He described how the <br />project is compatible with the General Plan; described the improvements to Foothill Road; the <br />improvements to existing schools and funding for new schools; amenities; and the fees generated <br />by this project. He believed that this was a project compatible with the adjoining project <br />density. He is in agreement with staff's recommendations and conditions of approval. He <br />mentioned that Mr. Merritt will end his operation soon, but is asking for one year from the time <br />that the PUD is approved or owner occupancy to terminate his operation. <br /> <br /> David Maes, 3671 Ashwood Drive, asked Council to deny the project or amend it so it <br />works better for the neighbors. He believed the local residents did not want the property <br />developed. He said the Lydiksen School is overcrowded and the entire Foothill Road has a poor <br />circulation problem.
