Ms. Michelotti was trying to make a point that there are or have been facilities that were <br />a part of the $14 million and those facilities did not need to be included in the buy-in figure. <br /> <br /> Mr. Pico said the money from the Prop 4 override should have been refunded to the <br />property taxpayers. It was the property taxpayers who chose to give the rebate back to the City. <br />He had a hard time identifying the amenities in order to give credit to the business who paid for <br />them (for example, the Hacienda Business Park). He can't identify amenities paid for by <br />property taxes and we can't give taxpayers credit. This could be debated for the next ten years. <br />He felt once the fees were in place, the projects and the nature of potential credits could be <br />reassessed. This is just the beginning of the process. He understood staff had taken out of the <br />equation the Dublin reimbursement regarding E1 Charro and put it off into the future. This is <br />a good example on how the fees will be reassessed in the future and what monies will pay for <br />what projects. <br /> <br /> Ms. Michelotti said the City of Pleasanton wanted to build amenities that would benefit <br />the entire community. If the refund from the Prop 4 override had been given back, the majority <br />could have gone to commercial sources. <br /> <br /> Ms. Acosta said the excess money came from a variety of sources, much of which in a <br />quick growth period, will come from the properties with the largest assessments. The reason <br />Hacienda Business Park properties were easily identified as getting a credit was because of the <br />interchanges and the fire station. <br /> <br /> Mr. Pico replied that if the 14 million dollars could be identified, then all the <br />indebtedness could be identified that the City has incurred for public facilities that have been <br />paid for out of the General Fund revenues. The fee issue could be argued indefinitely but the <br />report was a good compromise. <br /> <br /> Ms. Michelotti asked if the fee for commercial retail would be $8.26 per square foot? <br /> <br /> Ms. Acosta said yes. Keep in mind there were other exactions in the past. There is no <br />way to compare the actual increase. <br /> <br /> Mr. Pico asked what the increase would be in the Commercial/Office/Industrial uses to <br />cover the 20 percent differential. <br /> <br /> Ms. Acosta said it increases from $.47 to $.64. <br /> <br /> Mayor Tarver asked if a workshop could be held. <br /> <br /> Ms. Acosta said the increase in fees had to be discussed at a public hearing that was a <br />regularly scheduled meeting.
