from the City of Pleasanton describing what has happened thus far. She said once DSRSD has
a permit it will be a fight to keep the RO project from happening. She mentioned that Zone 7
is planning on doing some reverse osmosis treatment on the existing water at the well head
which will improve our water.

Ms. Michelotti asked staff if it had any information regarding Ms. Purnell's concerns and
pointed out that at the Council meeting Council recommended that the wet weather overflow be
allowed to go into the creeks.

Ms. Purnell heard from DSRSD that in an emergency it might have to inject.

Mr. Lum said letters, as well as a transcript of the comments made at the September 8
meeting, were sent to Zone 7 and the Regional Water Quality Control Board regarding the RO
matter. As to the future action of the Regional Board, the decision is uncertain. Staff has been
informed that the Board has taken Zone 7 position seriously and recognizes that there is not
support in the Valley for groundwater injection. He said that Zone 7 is in the process of
preparing a survey to all Valley residents to better ascertain the sentiment with respect to
groundwater injection. The Regional Water Quality Control Board is awaiting feedback from
the survey before taking any further action.

Ms. Purnell asked the public to pay attention to what is happening.

Ms. Dennis asked where individuals could write to the Board.

Mr. Lum said they can contact him at City Hall or check in the government pages of the
telephone book.

Ms. Purnel said the address is Regional Water Quality Control Board, 1515 Clay Street,
Suite 1400, Oakland, CA, 94162.

Debra Barker, 5018 Blackbird Way, said her husband attended a presentation by DSRSD
and it was clear to him that DSRSD was going to inject into the groundwater basin. She asked
Council to be strong on this issue and carefully watch DSRSD. She said there are groups in the
state that want to keep the RO water off the food crops. She felt the present water should be
used for the RO project. The conditions state the water will be tested, but the process will inject
the water into the groundwater basin before any results are received. She hoped Council would
not let this happen in the City. She had another concern with flood control. She said one of
the things missing is the element of adding trails with bike paths into the Zone channels. She
hoped Council realized that it was important to have a network of trails and that the channels
are a great opportunity to achieve the trails.

Ms. Michelotti said the Master Trail Plan includes the Arroyos.

Pleasanton City Council 8 10/06/98
Minutes
