Ms. Puri's case. Gary Galliano's decision was upheld by the municipal court judge. The fine
has yet to be paid.

Ms. Puri asked if he had any comment regarding the discrepancy between the police
report and the administrative decision.

Ms. Ayala felt this was not the place to discuss this. She asked if the dog has stopped
barking.

Ms. Puri said yes. She said this has been an on-going problem with her neighbors.

Ms. Ayala said people need to try and be considerate. She hoped this process would help
Ms. Puri to respond to the neighbor's requests while at the same time the neighbors can try and
understand that dogs do bark.

Ms. Michelotti asked if she had exhausted all possible appeal processes.

Ms. Puri said yes.

Mr. Roush said he would be glad to meet with Ms. Puri to discuss the matter.

Rodney Riccarelli, 4271 Bidwell Drive, Fremont, spoke against Measure W. Measure
W is a tax proposed by the East Bay Regional Park District that will affect all the homeowners
and renters in Alameda and Contra Costa Counties. The tax measure is written ambiguously and
there is no breakdown on how the money will be spent. Monies allotted for trails could be be
spent for administrative purposes. The general public in voting for this measure is tricked into
believing the monies would be spent creating or upgrading existing trails. He said commercial
properties are not paying the tax. He felt this was an excise tax and the East Bay Regional Park
District may require special handling. Therefore 50 percent of the tax money would go towards
administrative costs. Also there is no sunset clause on this tax. This tax is attached to the
property and goes on forever.

Ben Felix, 2860 Garden Creek Circle, said at a previous Council meeting he raised the
issue about the School District changing the start time on Wednesday mornings to 9:15 a.m.
He was wondering if the School Liaison Committee had taken this issue before the School
Board.

Ms. Michelotti said the issue will be discussed at the October 20 City Council meeting.
She also mentioned there is a joint School Board/City Council meeting October 22.

Pleasanton City Council 6 10/06/98
Minutes
