<br />Item 6d <br />Approval of Reimbursement Al:I"eement with the City of Dublin for 1-580 Interchan~es <br />(SR98:228) <br /> <br />Randall Lum presented the staff report. <br /> <br />Mayor Tarver declared the public hearing open. <br /> <br />There were no speakers on this item. <br /> <br />Mayor Tarver indicated that he was not in favor of the Reimbursement Agreement with <br />the City of Dublin. He felt it was not required other than to clearly state the principles of <br />mitigation of impacts of traffic between the two cities. The City of Dublin has that mitigation <br />to pay to Pleasanton. He appreciated the City of Dublin wanting something in return, but he <br />was not prepared to offer something in exchange because he felt the City of Dublin owed the <br />City the mitigation for its impacts. <br /> <br />Ms. Michelotti asked him if he wanted $7.4 million. <br /> <br />Mayor Tarver did not want $7.4 million if it had strings attached. <br /> <br />Ms. Michelotti said when the City of Dublin wants to make freeway interchange <br />improvements, Pleasanton would have to cooperate by allowing access to the interchanges. <br /> <br />Mayor Tarver said this has to do with mitigation of impacts on Pleasanton that the City <br />of Pleasanton has paid for and the City of Dublin is using. If the City of Dublin does not want <br />to mitigate its impacts, he does not want to see it grow anymore. <br /> <br />Mr. Pico did not have a problem with the agreement but had a problem with staff's <br />recommendation reserving funds for EI Charro. He felt Council should direct staff to put the <br />decision off until such time as the Capital Improvement Budget is reviewed. He would like <br />significant public participation in allocating the $7.4 million. <br /> <br />Ms. Acosta said the two items could be separated. <br /> <br />Ms. Ayala asked if the items could be separated because she is comfortable with <br />allocating funds to EI Charro.
