<br />Ms. Michelotti thought the model was to give a worst case scenario in the buildout <br />figures. She asked if Mayor Tarver wanted only baseline and existing traffic. <br /> <br />Mayor Tarver said staff made assumptions based upon people asking about whether or <br />not it may be possible to get additional square footage. This significantly adds to the buildout <br />figure. He felt this should be excluded until Council can solve the current problems. He did <br />not want any projects included in projections for five years unless it has been approved. He <br />wanted to see if existing plus approved is the same figure. Then Council can decide how to <br />mitigate future projects. <br /> <br />Ms. Ayala agreed. She felt Council should start with the existing plan approved projects <br />and as other projects come forward have a model done showing the impacts. <br /> <br />Ms. Michelotti had a concern with the forthcoming anticipated annexation and agreement <br />with the San Francisco project and how the scenarios would fit. <br /> <br />Ms. Ayala said a model could be done for the existing plus approved projects and then <br />a model including San Francisco. <br /> <br />Mayor Tarver said he would comply with the agreements made with San Francisco. <br /> <br />Ms. Dennis said there are different categories of mitigation. She agreed with separating <br />the current projects from the non-approved projects. She felt it was helpful to look at the entire <br />General Plan, but as a separate category in Council's discretion. She thought Council may want <br />to look at the possibilities for the future and it would be helpful to have access to that <br />information. She said Council should look at regional cooperation. <br /> <br />Ms. Michelotti said there are anticipated improvements to the interchanges that will be <br />made from the City of Dublin. <br /> <br />Mayor Tarver was not implying that the General Plan be dropped. He said if Council <br />wants to be fair and equitable it needs to look at the buildout of the General Plan. <br /> <br />Ms. Dennis wanted to explore the time dimension at the intersections regarding how long <br />does the peak/delay last. <br /> <br />Mr. van Gelder said other cities have used level of service F4 or F3, with the number <br />indicating how many hours the level of service will be bad. Staff can try and look at this, but <br />staff's goal is how to avoid that level of service in the first place. He said if Council concurs <br />with the Mayor, staff has clear direction on how to modify the model.
