<br />Mr. van Gelder said the regional models that do demand modeling have a split routine <br />in them which shows where the transit route goes and the percentage of the trips that it <br />conveniently serves. <br /> <br />Mayor Tarver asked how do the traffic speeds for the freeway compare to the CMA <br />model. <br /> <br />Mr. van Gelder said the CMA model does not do much with the traffic. As it gets more <br />and more congested the model drops the speed down to 35 mph. He went over the outputs of <br />the transportation at different intersections. He indicated there would need to be follow ups in <br />conjunction with other studies to report back to Council outlining some of the options. He said <br />staff is looking for comments on the assumptions and land use and an action for Hacienda. <br /> <br />Mr. Swift said the annual modeling exercise is to create a tool for Planning to use in its <br />planning process. He said it is simply a tool and not a simulation of what is going to happen <br />in the future. It is designed to be a demand model that show where the trips want to go. If staff <br />prepared a model that showed how everything equalled out across the City, Council would be <br />surprised at the results. If staff can tell where cars want to go, this data can be useful in looking <br />at future development. He gave an overview of the Hacienda entitlements. He said there are <br />several assumptions for Council to. adopt tonight. Staff is also asking for Council to adopt <br />standard assumptions for trip generations, the coefficients for those uses that have now been <br />proposed or are built in the Hacienda Business Park, and for concurrence in the methodology <br />that staff has used in reducing the number of remaining square feet that can be built within <br />Hacienda Business Park. No matter how the Council moves with respect to the rest of the <br />model, the development agreement does set forth the rules that apply in the 25 lots in the <br />Hacienda Business Park. Staff would like Council to concur or give direction on the coefficients <br />and methodology. <br /> <br />There was a break at 9:35 p.m. <br /> <br />The meeting reconvened at 9:40 p.m. <br /> <br />Ms. Michelotti understood Unisource has a higher number of trips assigned than actually <br /> <br />occur. <br /> <br />Mr. Swift said staff counts all the square footage at this area as if it is an office building. <br /> <br />Mr. van Gelder said trip counts have been done on Unisource and the numbers are very <br />low.
