<br />It was moved by Mr. Pico, and seconded by Ms. Dennis, to adopt Resolution No. <br />98-129, agreeing to the exchange of property tax revenue with the County of Alameda for <br />annexation No. 144 (Happy Valley). <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico and Mayor Tarver. <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6b <br />Review of key assumptions for draft 1998 Baseline Traffic Report. (SR98:205 <br /> <br />Randall Lum presented the staff report. <br /> <br />Bill van Gelder gave an overview of how assumptions are arrived at and how traffic <br />models work and are to be interpreted. <br /> <br />Mayor Tarver asked if the model showed the West Las Positas Interchange with the <br />existing plus approved, or showed a five year plan. <br /> <br />Mr. van Gelder said the model is showing what could happen in a five year period. <br /> <br />Mayor Tarver asked the buildout time frame. <br /> <br />Mr. van Gelder said that was hard to determine. The model incorporates every piece of <br />land that can be developed and the remainder of the 29,000 housing units. <br /> <br />Mayor Tarver asked if the model shows Stoneridge not connecting to EI Charro? <br /> <br />Mr. van Gelder said staff assumes in the buildout scenario that Stoneridge Drive will <br />connect to EI Charro. <br /> <br />Ms. Michelotti asked if the West Las Positas Interchange were taken out, would there <br />be other mitigation measures. <br /> <br />Mr. van Gelder said that is the intent.
