Mayor Tarver appreciated taking out the funds for the purchase of land at the OSC and
moving it to unallocated reserves. He still felt the purchase of city hall land, design study, etc.
should also be in unallocated reserves until we do the 2000 study.

Mr. Pico clarified that it was his intent that Commissions such as Human Services have
the opportunity to give feedback to us on the expenditures of the $825,000 even though it is
being put into a CIP reserve.

Ms. Michelotti said her understanding was that all Commissions would have input and
the final decision comes back to the Council.

Ms. Dennis felt the community might have different priorities.

6.
