She encouraged people to read the content of the <br />measure and not be concerned with the endorsements. <br /> <br /> Mayor Tarver said those that signed the ballot arguments have the obligation to verify <br />what is in the agreement. He has heard and believes the Police Chiefs Association has support <br />for the ordinance. He was upset that professional courtesy would restrict the Association from <br />taking a position on something that the organization had endorsed. He shared the responsibility <br />for not verifying that there were signed statements from those organizations. <br /> <br /> Ms. Dennis said if a name of an organization is used for an endorsement, a signed letter <br />must be obtained. She said Ms. Rowland gave her a copy of the process for writing ballot <br />measures and requirements that the City of Livermore used, which she will give to the City <br />Clerk's office. <br /> <br /> Steve Belecky, 3644 Kamp Drive, objected to the reduction in the area to be studied for <br />the East Side Study. He recapped the history regarding the development of the east side of <br />Pleasanton and the referendum against the Ponderosa development. He said the residents would <br />like the area to the east of California Place, the area at the end of Stoneridge, the areas further <br />east of Mob_r, and the Busch property, to be included in the study. He felt it was evident that <br />the residents wanted the entire area studied. He said the residents are worried about cut-through <br />traffic; the extension of Stoneridge Drive creating a parallel freeway; Stoneridge Drive becoming <br />a six lane roadway in a residential area; and the impacts on the residents at the end of West Las <br />Positas. He appreciated the work that has been done. He said the residents were perplexed over <br />the fact that there was not going to be a citizens' committee created as well as the limitation on <br />the areas being studied. He felt the Council was not supporting the citizens and asked that the <br />entire area be studied by a citizens' committee. He also mentioned his objection to Zone 7 <br />providing water to the Dougherty Valley development. He spoke about the reverse osmosis <br />process that Zone 7 is considering and how unsafe it might be. He did not want treated sewage. <br />water dumped into the aquifer. <br /> <br /> Ms. Michelotti asked staff to describe the recycling and Zone 7 projects. <br /> <br /> Mr. Lure said presently there are several projects underway or being considered that will <br /> reuse water. The City of Livermore has a demonstration project that has been constructed. <br /> DSRSD has a reverse osmosis project that includes ground water injection. Another recycling <br /> project being sponsored by East Bay MUD and DSRSD is an irrigation recycling project for <br /> irrigation purposes in ConIra Costa County. <br /> <br /> Ms. Michelotti asked staff to explain the Dougherty Valley project regarding Zone 7. <br /> <br /> Mr. Lum said Dougherty Valley intends to be served by water that is being transferred <br /> from Berrenda Mesa in Kern County, that the developer has purchased, and then transferred to <br /> <br /> Pleasanton City Council 7 05/19/98 <br /> Minutes <br /> <br /> <br />
