Ms. Dennis asked how much the original EIR was certified for. <br /> <br /> Mr. Weinberger said approximately 160 tons. <br /> <br /> Ms. Michelotti asked if there was discussion of a regional traffic fee. <br /> <br /> Mr. Weinberger said the staff report states that the County in its use permit required that <br />Waste Management pay the regional traffic fee if and. when the fee is adopted. <br /> <br /> Mayor Tarver said some would argue that Pleasanton roads are more impacted by the <br />tracks than Livermore' s. The fees paid to Livermore do not address mitigation to Pleasanton. <br />He was wondering if there was a way to state that the fees would be used to directly mitigate <br />the land fill traffic. <br /> <br /> Mr. Weinberger felt the regional fee addresses this issue. <br /> <br /> Mayor Tarvet asked him to explain why the County is not a part of this agreement. He <br />felt there were issues relating to fee usage and regional traffic impact fees. <br /> <br /> Mr. Weinberger said the County had been approached by many representatives to discuss <br />with the cities and with the environmentalists approaches that could be taken to cooperatively <br />lead to a process that could result in the downsizing of the facility. The latest effort that was <br />made was not met with any indication of interest on the behalf of the County. The plan was to <br />seek the operator to secure the smallest facility with the least impact that could be obtained <br />through negotiation. <br /> <br /> Mayor Tarver asked for public testimony. <br /> <br /> Supervisor Scott Haggerry, 741 South H Street, Livermore, felt the decision made by the <br /> County was irresponsible. He is trying to work this out with the Pleasanton and Livemore <br /> residents. He did not think it is fair about the use it or lose it capacity rule. He felt it was <br /> important to work towards owning a landfill for Alameda County residents only. He spoke <br /> about how the air is continually getting worse in the Valley and felt the truck traffic should be <br /> limited for the landfill. He hoped that Council would remain in the lawsuit. He said he would <br /> continue to stand with the City of Pleasanton to make sure that a better project is achieved for <br /> the residents. <br /> <br /> Ms. Micheloui asked him to quantify the TVTC fee versus the Livermore fee? <br /> <br /> Mr. Haggetty said Livermore has a local traffic impact fee, where the TVTC fee is for <br /> regional projects. <br /> <br /> Pleasanton City Council 30 05/19/98 <br /> Minutes <br /> <br /> <br />
