Mayor Tarver wanted to eliminate the dead space behind the garage. He believed them
had to be compromises on PUD modifications. He has argued that he does not like PUD
modifications because the residents work hard and long on getting a specific plan, PUD, or
whatever and then the applicant is back in a year or two and the fight begins all over. He did
not like this process and agreed there should be some consistency. There are now and will be
PUD modifications but there needed to be tradeoffs. He did not like this project because it has
tremendous visual impacts and some significant ramifications to the whole City approval process.
But on this particular application he was looking for a way that both sides could win. He felt
if this was not approved, the City might end up with something far worse. If the applicant is
willing to work with staff and accept the restrictions, why not approve it? Council has the
ability now to ask for restrictions and initiate a PUD modification for the remainder of the lots.
There are several projects on Foothill Road that have a limited garage size.

Ms. Michelotti had a concern that if the from garage were reduced or moved back, the
rear garage doors would be seen.

Ms. Dennis preferred to have the garage doors hidden.

Mayor Tarver showed on the model what he meant.

Ms. Michelotti asked Councilmember Dennis about the width of the driveway.

Ms. Dennis said that was not an issue for her.

Mayor Tarver felt the driveway would be seen from Foothill Road.

Mr. Swift thought the driveway would not be seen from Foothill.

Ms. Denms restated her proposed restrictions.

Ms. Ayala asked if there were existing guidelines under the PUD that prevented
architects from building something more massive looking.

Mr. Swift said yes.

Ms. Ayala understood that because of the existing restrictions something worse would
not be built.

Mr. Swift said there are limits to the height and the design guidelines minimize the
massiveness of buildings. He did not feel architects would be submitting lousy designs in order
to ask for more square footage and a good design.

Pleasanton City Council 10 05/05/98
Minutes
