but in order to do this, Council needs to ratify his decision on the consent calendar. He did not
anticipate the next appointments creating any controversy. Also this would be nicer for the
appointees to be recognized at the beginning of the meeting.

Ms. Ayala asked if the appointments have always been the Mayor's task?

Mr. Roush said under the Government Code, when the Mayor's position became an
elected position, it became the Mayor's function to appoint, subject to ratification.

Ms. Acosta said during her tenure, it has been a consensus process, where the Council
jointly interviews, but the Mayor makes the appointments.

Mayor Tarver said this procedure could be revisited in the future. If Council does not
like his recommendations, it can disagree.

Ms. Michelotti felt the process was changed this time.

Mr. Pico said Pleasanton has an elected Mayor and one of the responsibilities is to make
the appointments.

Mayor Tarver said if no one had any objections the next appointments would be put on
the May 5 consent calendar.

Ms. Ayala asked if this also would be the process in the future?

Ms. Acosta said that was the intent of the Mayor. The process would be for the Mayor
to appoint and Council to ratify his decision on the consent calendar.

Ms. Michelotti was not in favor of all appointments always being on the consent
calendar, but did not have objections this round of appointments for the May 5th Consent
Calendar only.

Ms. Ayala wanted to thank everyone that applied and congratulated those who were
appointed. She wanted to thank Robert Wright for his many years of service.

7. MATTERS INITIATED BY COUNCIL

Ms. Michelotti wanted to look at the process for appointing and interviewing new
commissioners.

8. CITY COUNCIL CALENDAR

9.
