Mr. Roush said under the Government Code, when the Mayor's position became an elected position, it became the Mayor's function to appoint, subject to ratification. Ms. Acosta said during her tenure, it has been a consensus process, where the Council jointly interviews, but the Mayor makes the appointments. Mayor Tarver said this procedure could be revisited in the future. If Council does not like his recommendations, it can disagree. Ms. Michelotti felt the process was changed this time. Mr. Pico said Pleasanton has an elected Mayor and one of the responsibilities is to make the appointments.
