when a new Police Chief is hired? He also did not support the issue of the color scheme. He
believed .there needed to be color differences between the cab companies. He requested that the
Council apply the same rules that were here when he started his business and make changes that
would work together in harmony between the city and the cab companies.

Lorna Boatwright, Veterans Cabs, 22990 Clawiter, agreed with the previous speaker.
Her only concern was the increase in the insurance amount. The $2 million will make the
increase per unit go up tremendously.

Ms. Acosta said staff could support retaining the $1 million.

Mayor Tarver said if the necessity issue was going to remain in the ordinance he would
like it at Council's level and not at the Chief of Police level. If Council does not want to get
involved, then it should strike that section of the ordinance.

Ms. Ayala suggested striking the section.

It was moved by Mr. Pico, and seconded by Ms. Michelotti, that Ordinance No.
1744 be introduced, to be read by title only and waiving further reading thereof, amending
Chapter 6.40, Taxicab Ordinance, but reducing the insurance requirement from $2 million
to $1 million and eliminating the provision concerning the findings related to public
necessity and convenience.
The roll call vote was as follows:
AYES: Councilmembers - Ayala, Michelotti, Pico and Mayor Tarver.
NOES: None
ABSENT: Councilmember Dennis.
ABSTAIN: None

Item 6g
Appointments to the Planning Commission. (SR98: 102)

Mayor Tarver said one of the most difficult duties he has as Mayor is trying to make a
determination as to who to select out of a large number of very qualified candidates.

It was moved by Mayor Tarver, and seconded by Mr. Hco, to appoint Trish Maas,
Mary Roberts, and Matt Sullivan to the Planning Commission.

Ms. Michelotti wanted to thank all the applicants. She said there were many qualified
applicants. The staff report indicated that Robert Wright was not eligible for a four year term,
but he was eligible for a two year term. She felt the City was losing a valuable commissioner
in Robert Wright and thought he would serve as a bridge to the future. She supported the new
appointments and had spoken to all the appointees to congratulate them.

Mayor Tarver said it was his decision not to appoint someone for less than four years.

Pleasanton City Council 19 4/21/98
Minutes
