Britt Miller, 4219 Mirador Drive, supported the previous speaker.

George Granger, 20222 Glenwood Drive, Castro Valley, said Pacific Bell Mobile
Services has been pleased to be part of the drafting of the proposed ordinance. He appreciated
staff's willingness to incorporate some of Pacific Bell's suggestions into its recommended
ordinance. He believed there were still several significant outstanding legal issues and looked
forward to working together with city staff to resolve these important issues. He said Pacific
Bell Mobile Services is headquartered in Pleasanton and it values its relationship with the City.
Pacific Bell understands that the Kottinger Park is a concern to the community. He said Pacific
Bell will be contacting the City Attorney and City Manager's office to schedule some time to
discuss the site. He supported staff's recommendations.

John Newman, 703 Market Street, Suite 1910, San Francisco, outside counsel for Pacific
Bell Mobile Services, thanked staff and the citizens committee for its outstanding work. He said
he will continue to work with the City Attorney's office to encourage an open process regarding
the legal issues.

Ms. Ayala asked if he spoke at the Planning Commission meeting on March 25? If so,
what happened between then and today. She said she was served with a letter from his office
on Friday, April 17.

Mr. Newman said at the March 25 meeting an offer was made to meet immediately the
next day to go through the technical issues. This offer was rejected by the Planning
Commission. The intent was to go through the technical issues. The comments were intended
to be submitted through a working session. The preference of the City was to deal on a more
formal basis. It took time to get a comprehensive letter in order to respond intelligently.

Ms. Ayala asked if there was a Pacific Bell representative on the Committee?

Mr. Newman said yes, a consultant was on the Committee.

Lisa Castillo, 4420 Rosewood Drive, Building #2, said she participated in the workshops.
She is not an attorney and therefore a lot of the issues had to be referred back to PBMS for fine
tuning. She wanted to thank the staff who also participated.

Ms. Michelotti expressed her appreciation to PBMS for its willingness to work toward
resolution regarding the Kottinger site and asked if this could be resolved quickly.

Mr. Newman said yes.

Ron Kane, 3679 Canelli Court, supported the FCC guidelines, which do not support the
300 feet, but a closer distance. He enjoyed working on the Committee. He believed the
wireless service would be increasing in the next decade and it has a chance to add to the quality
of life. As the need increases, the facilities need will increase. He said he is the Alameda
District Emergency Coordinator and said the work that he does could be negatively impacted by
how the perception of the ordinance affects private individuals.

Pleasanton City Council 14 4/21/98
Minutes
