Ms. Acosta indicated the Affordable Housing Commission is looking at the issue to
decide if it wants to make recommendations to Council. She suggested that Scott Erickson, the
City's Housing Specialist, get in touch with Mr. Brant.

Bill denHartog, 301 Foxrough Court, San Ramon, expressed concern about interpretation
of the recently adopted Ordinance 1738 as it relates to the gunshow at the fairgrounds. The
Police Chief has indicated it is in violation of the ordinance and he would not allow it to occur.
It was Mr. denHartog's understanding that the gunshow was to be allowed because of a prior
agreement with the Fair Board and requested clarification.

Ms. Acosta indicated there must be some confusion and she would discuss the matter
with the Police Chief tomorrow.

Ms. Ayala referred to item 6c regarding cut-through traffic and indicated she was
uncomfortable taking action on this without the mayor being present, since this was an issue that
was of special concern to him. She suggested hearing the staff presentation, taking public
testimony and then continuing any action to the next meeting.

Ms. Acosta requested that the Councilmembers present any questions they may have so
staff can provide the answers at the next meeting.

6. PUBLIC HEARINGS AND OTHER MATTERS

Item 6a
Water Rate Adjustments for Calendar Year 1998. (SR98:55)

Randall A. Lum presented the staff report.

Vice Mayor Dennis opened the public hearing.

Ed Hudson, 1062 Vintner Way, urged Council to deny the increase in rates for Zone 7.
He felt the City should rely more on its well water and not purchase so much water from Zone
7. He also felt the City should bargain harder when purchasing water and to get bids from other
water suppliers. He expressed dissatisfaction with the quality and taste of Pleasanton water. He
referred to a packet of material he had distributed to the Councilmembers for further details.

Mr. Lum indicated the Valley retailers have many of the same concerns as Mr. Hudson.
He said the City is limited on how much it can take from the groundwater basin by contract with
Zone 7. In fact, the groundwater basin is currently overdrawn and Zone 7 is recharging it by
adding water to the basin. The contract with Zone 7 expires this month and staff is working to
develop proposals to come before Council. He indicated he would review the material submitted
by Mr. Hudson and respond to him.

Pleasanton City Council 3/17/98
Minutes 4
