Why <br />has Greenbriar not tried to get access its property by buying it outright and not by condemning <br />people' s land. <br /> <br /> Donald Temple, 6409 Alisal, felt the planners and Greenbriar have done an excellent job. <br />He believed the North Sycamore Specific Plan in its original form was the correct way to go. <br />He supported the staffs recommendation. He hoped Council would accept the report that would <br />impact the least amount of people and give a smooth curve to the roadway. He said stick to the <br />Specific Plan that was agreed upon. <br /> <br /> John Severini, 433 Sycamore Road, supported the Greenbriar application on a conditional <br />basis. He agreed it is a good plan and should be allowed to proceed. He felt the city should <br />collect the in-lieu fee for the affordable housing and construct it somewhere else in the city. The <br />conditional basis on which he supported the project was alignment and placement of road A, the <br />east/west collector, must be returned to its original location as identified in the North Sycamore <br />Specific Plan, with one stop sign as indicated on the old Sycamore Road coming into the <br />connector. He would support additional stop signs if deemed necessary. He said six of seven <br />families support the original alignment. Alignment B would keep traffic on Sycamore Road for <br />the entire loop. He said he and others have attended several meetings in regards to road A. The <br />City Engineer and an independent engineer hired by Greenbriar have said that road A is safe. <br />He bought and developed his home on the premise of the North Sycamore Specific Plan with <br />road alignment A. He urged Council to support staffs recommendation with road A. <br /> <br /> Jack Keane, 417 Sycamore Road, thanked Council for listening to the residents concerns. <br />He supported the project and staff's recommendations. He said affordable housing was never <br />part of the North Sycamore Specific Plan and it did not make sense with the lot sizes specified <br />for the area. He agreed with letting Greenbriar pay in-lieu fees since it wanted to. He was led <br />to believe that the road alignment would lead away from Sycamore Road, mainly original plan <br />A. Alternative B was not in conformance with the Specific Plan and would put a wider, busier <br />road closer to the residents. He supported one stop sign with additional stop signs as needed. <br />He felt if the Greens were reasonably compensated, cutting off a corner of their property would <br />have far less impact than taking land away from the side owners. He thanked the Bachs for <br />their willingness in trying to do what is right. In summary, he said to treat Greenbriar fairly <br />and to listen to the folks who would be mostly impacted. The General Plan and the Specific <br />Plan are basically a promise made to the citizens and if Council supported road B this promise <br />would be broken. He felt a decision needed to be made tonight and recommended approving <br />the application as conditioned. <br /> <br /> Joy Macari, 455 Sycamore Road, said she was in favor of original plan A. Alternative <br />B would come to a perpendicular angle right in front of her driveway. She felt this would create <br />an extremely hazardous condition.
