Chief Eastman said he did not have any evidence that the gum were the same, but he
presumes that they attempted to reproduce the other guns.

Ms. Ayala stated the staff report said that 90 % of the junk guns available in the nation
were manufactured primarily in Southern California. She asked if this statement was false?

Chief Eastman said he did not know it to be true or false. He stated that the majority
of inexpensive handguns were made in Southern California by two or three manufacturers.

Mayor Tarver asked if there were any guns similar to Saturday Night Specials being
manufactured?

Chief Eastman said he did not know.

Ms. Ayala read the purpose of Section 6.64.150 was to ensure the health, safety and
general welfare of the City of Pleasanton citizens prohibiting in the City of Pleasanton the sale
of cheaply made, inadequately designed and poorly manufactured handguns.

Ms. Michelotti asked if the standard for liability insurance was $1,000,000 or could it
be determined on a case by case basis.

Mr. Roush said the $1,000,000 is a city standard.

Ms. Dennis said she would like the ordinance to make sense in terms of the federal
regulations for firearm dealers. If dealers were selling a very small number of guns, this would
qualify as 'occasional sales and therefore not subject them to federal regulations. She did not
have a problem with dealers locating in retail areas or opening up a new area for them where
they currently are not permitted to be.

It was moved by Mayor Tarver, and seconded by Mr. Pico, to reintroduce
Ordinance 1719 to be read by title only and waiving further reading thereof, an ordinance
amending the Pleasanton Municipal Code to regulate the zoning for the sale of firearms,
with the understanding that the ordinance would be ratified at the next election.
The roll call vote was as follows:
AYES: Councilmembers - Pico and Mayor Tarver.
NOES: Councilmembers - Ayala, Dennis, and Michelotti.
ABSENT: None
ABSTAIN: None

Pleasanton City Council 18 02/09/98
Minutes
