Ms. Acosta said staff will bring back a report regarding the creek and the evening swim
classes.

Mayor Tarver urged residents to attend the Zone 7 workshop. He would like to put this
item on a future agenda for the City of Pleasanton. He felt it was Zone 7's responsibility to
manage the groundwater basin and believed Zone 7 was in the process of developing a
groundwater management plan. He said the principles of agreement state that the Department
of Health Services is charged with the responsibility for making the permitting judgments.
Unless there was new evidence, it would be Council's position to keep silent and not jeopardize
the agreement reached with DSRSD. The pipeline is the alternative to other less attractive
mechanisms for treating sewage. The pipeline would provide the capacity for getting the sewage
out of the valley as opposed to some other process.

Ms. Michelotti asked if the Zone 7 workshop would be video taped or recorded so public
officials that were unable to attend could view the workshop.

Mr. Cooper was unaware of any plans for Channel 30 to tape the workshop. He has
attended other meetings where the minutes were taken by a person who he felt had a conflict of
interest.

Mayor Tarver asked for the issue to be put on the agenda.

Ms. Michelotti felt it was important for a public official to attend the workshop or at least
have it taped.

6. PUBLIC HEARINGS AND OTHER MATTERS

Item 6a
East Pleasanton Study Process (SR98:207)

Brian Swift presented the staff report.

Mayor Tarver asked for public testimony.

Jack Hovingh, 4250 Muirwood Drive, had a concern regarding the proposed
representatives on the committee. He believed that having members of the Planning
Commission, Affordable Housing Commission, and the Parks and Community Services
Commission was inappropriate. He felt it needed to be made up of citizens not on any
commissions or committees. If members from the commissions were on the committee, they
should be non-voting liaisons.

Pleasanton City Council 6 08/04/98
Minutes
