Mr. Pico asked if it was one-half mile from Main Street/Ray Street to First Street.

Mr. Swift felt it was a little bit less.

Mayor Tarver asked if staff considered the benefit area.

Mr. Swift said the benefit area that staff attached as Attachment C includes about half
of the area that Mr. Churka indicated on his handout. It does not include the area north of Ray
Street, but it does extend to First Street on the south side of Ray Street between Spring Street
and Ray Street.

Mayor Tarver declared the public hearing open.

Robert Cordtz, 262 West Angela Street, said he has been around during the revitalization
of the downtown area. He wanted to know if the City knew how many parking spaces would
be needed.

Mr. Swift said the Downtown Specific Plan listed a number. The number is based on
the development throughout the downtown area.

Mr. Cordtz asked if the money was available to build a parking structure and how much
it would cost?

Mr. Swift said the Downtown Specific Plan and the Revitalization Plan did not propose
parking structures. They propose at grade surface parking lots. The in-lieu fee agreement
contemplates calculating the cost of the parking lot.

Mayor Tarver asked when was the last time the City looked at the in-lieu fee or the
parking lot costs.

Mr. Swift said the fee and costs have not been looked at since the downtown
revitalization plan. The estimated cost per space that was included in the staff report was
recently updated. The downtown parking area is an item that has been identified as a high
priority. He said the proposed downtown parking lots will be looked at with the proposed
downtown trails and park study.

Ms. Acosta said the review of parking downtown is in the Council's second category of
priorities.

Ms. Michelotti asked when the assessment of the parking would be done?

Mr. Swift said the Pleasanton Downtown Association is working with staff, but no date
has been set.

Pleasanton City Council 17 07/07/98
Minutes
