Mr. Churka said at one time the property at 780 Main Street was going to be a parking <br />lot but the Planning Department did not want a parking lot on Main Street. The cost to build <br />a parking lot somewhere in the vicinity will not be done with $52,000 that is being funded by <br />the builder at 349 Main Street. He wanted the parking standards to be within one block of his <br />facility. He said staff should not have included the 617 sq.ft. of leasable space on the first floor. <br />Therefore this would reduce his parking requirement by two stalls. <br /> <br /> Ms. Ayala asked for clarification. <br /> <br /> Mr. Churka said staff interpreted the 617 sq. ft. as potential rental space which included <br />two more parking spaces. But the first floor is being used for retail space and should not be <br />included for determining additional parking spaces. <br /> <br /> Ms. Ayala asked if he was changing his application. <br /> <br /> Mr. Churka said yes, it was being changed tonight. <br /> <br /> Ms. Ayala asked if changing the application tonight was the proper procedure. <br /> <br /> Mr. Churka said he was letting Council know that he believed the 617 sq.ft. should be <br />excluded from the application. <br /> <br /> Mr. Swift said the easiest way to handle the details of the calculations of the number of <br />parking spaces is to approve the in-lieu fee with a requirement that it meet the parking <br />requirements. The code is clear as to what counts and what doesn't. To calculate the number <br />of parking spaces required for restaurants, staff determines the gross floor area or the number <br />of seats and uses the larger calculation. Staff will work with Mr. Churka to determine the <br />number of parking spaces required. The 20 spaces provided on site will be deducted to <br />determine the in-lieu fee. <br /> <br /> Ms. Michelotti asked what the original fee was based on. <br /> <br /> Mr. Swift said it was based on the number of seats in the restaurant, the square feet in <br />the restaurant, the square feet of retail and the square feet of office space on the second floor. <br /> <br /> Mayor Tarver asked if the 617 sq. ft. was outside the original approval for the building. <br /> <br /> Mr. Swift said it was not. <br /> <br /> Mayor Tarver asked if the original plan approval determined the use of the building and <br />the parking requirement. <br /> <br />Pleasanton City Council 15 07/07/98 <br />Minutes <br /> <br /> <br />
