EXHIBIT A

MUBISSELL &
KARN, INC.
4637 Chabot Dr., Suite 204
Pleasanton, CA 94566
(415) 463-0660

January 28, 1988 Job #000002.00

Mr. Dave Bolin
City of Pleasanton
200 Old Bernal Avenue
Pleasanton, CA 94566

Subject: Proposal for Design of Water System Improvements for Implementation
of the Foothill Pressure Zone

Dear Mr. Bolin:

AS you requested, we are subm/tting this proposal for design of the
remaining improvements to the City Water System that will be necessary to
completely implement the Foothill Pressure Zone. This work will supplement
the work we are now doing and have already completed in planning and
implementation of the Foothill Pressure Zone.

To review the status of the project at this time, the tasks included in our
current contract and their present status are as follows:

1. Planning and design of check valve installations to separate the
Foothill and Lower Zones while allowing flow from the Lower Zone
into the Foothill Zone in the event of fire or other low pressure
emergency.

This work is essentially complete. Preliminary plans were reviewed
with City staff in November or December. We received comments from
Dave van Houten early this week. The plan is now being finalized
and should be ready for final review nextweek.

2. Investigation, planning and design of new and/or modified booster
pumps to serve individual customers in the area to be converted to
the Lower Zone. This included review of impacts on fire protection
capacity.

The system has been evaluated and we have made a preliminary
determination of what the impacts will be. Those results have been
submitted to the City for a review of our proposed service
criteria. We are awaiting a decision from the City -to the
minimum allowable pressure. ~c~ ' ' ' /"
additional testing will need to o
ments designed as necessary.

JAN 2 9 1988
