establish requirements for erosion control where any <br />construction of roads or houses is planned on landslide <br />deposits or at the toe or head of active landslides,~rading <br />and foundation design in areas of deep porous or expansive <br />soils or areas where the potential for liquefaction exists, and <br />construction of any roads or structures associated with the <br />historic park to be developed as a part of the Project and the <br />realignment of Foothill Road. <br /> <br /> The DEIR does not propose any additional mitigation <br />measures for the Project's impact upon geology, soil and <br />seismicity. Neither the DEIR nor the Final EIR states that the <br />geology, soil, and seismic impacts of the Project are <br />significant. Also, geology, soil, and seismic impacts are not <br />listed on page 89 of the DEIR as significant unavoidable <br />adverse impacts of the Project. <br /> <br /> a. The City Council finds that, <br />considering Mitigation Measure 1, other measures incorporated <br />into this Project, the DEIR findings cited above, and the other <br />facts stated above, the geology, soil and seismic impacts of <br />this Project do not constitute a significant adverse effect <br />upon the environment. <br /> <br /> b. The City Council finds that, to the <br /> extent that geology, soil, and seismic impacts could constitute <br /> significant impacts, Mitigation Measure 1 as set forth on <br /> page 38 of the DEIR, other measures incorporated into this <br /> Project, and mitigation measures which will be imposed in <br /> <br /> 8 <br /> <br /> <br />
