Robert Shallenberger The Prudential The Prudential Property Company, Inc, May 31, 1988 Joseph Elliott Director of Public Works CITY OF PLEASANTON 200 Bernal Avenue Pleasanton, CA 94566 Re: Possible Improvements at Hopyard Road/I-580 EB Off Ramp Dear Mr. Elliott: It has come to Prudential's attention that 1987 traffic counts taken together with a projection of all built and approved but not built projects at 100% occupancy indicate a possible capacity problem at the above intersection. This projected problem can be solved by several mitigation measures. One is the inclusion of Stoneridge Drive interchange, which we expect the Council will consider very soon based on commencement of construction in mid- June. Another mitigation measure has also been recommended by the City's traffic consultant, TJKM, Inc., and the City Traffic Engineer should traffic reach undesirable levels before the projected opening of the Stoneridge Drive interchange. This mitigation measure includes the following changes at the East bound off ramp at Hopyard Road: a) Change the traffic signal control to allow a phasing of east bound to south bound flow concurrent with north bound flow. b) Widen south bound Hopyard Road from the bridge to the east bound off ramp to three lanes with required signal loop and control revisions. c) Realign the east bound off ramp, with restriping to facilitate east bound to south bound movements and more left turn storage, includes traffic signal and loop revision. Those measures are estimated to cost not in excess of $75,000. In order to ensure that projected traffic levels do not reach an undesirable level before the opening of Stoneridge Drive interchange, Prudential is willing to commit to the City that should the !-~.
