Robert Shallenberger <br />The Prudential The Prudential Property Company, Inc, <br /> <br /> May 31, 1988 <br /> <br /> Joseph Elliott <br /> Director of Public Works <br /> CITY OF PLEASANTON <br /> 200 Bernal Avenue <br /> Pleasanton, CA 94566 <br /> <br /> Re: Possible Improvements at <br /> Hopyard Road/I-580 EB Off Ramp <br /> <br /> Dear Mr. Elliott: <br /> <br /> It has come to Prudential's attention that 1987 traffic counts <br /> taken together with a projection of all built and approved but <br /> not built projects at 100% occupancy indicate a possible capacity <br /> problem at the above intersection. This projected problem can be <br /> solved by several mitigation measures. One is the inclusion of <br /> Stoneridge Drive interchange, which we expect the Council will <br /> consider very soon based on commencement of construction in mid- <br /> June. <br /> <br /> Another mitigation measure has also been recommended by the <br /> City's traffic consultant, TJKM, Inc., and the City Traffic <br /> Engineer should traffic reach undesirable levels before the <br /> projected opening of the Stoneridge Drive interchange. This <br /> mitigation measure includes the following changes at the East <br /> bound off ramp at Hopyard Road: <br /> <br /> a) Change the traffic signal control to allow a phasing of <br /> east bound to south bound flow concurrent with north bound flow. <br /> <br /> b) Widen south bound Hopyard Road from the bridge to the <br /> east bound off ramp to three lanes with required signal loop and <br /> control revisions. <br /> <br /> c) Realign the east bound off ramp, with restriping to <br /> facilitate east bound to south bound movements and more left turn <br /> storage, includes traffic signal and loop revision. <br /> <br /> Those measures are estimated to cost not in excess of $75,000. <br /> In order to ensure that projected traffic levels do not reach an <br /> undesirable level before the opening of Stoneridge Drive <br /> interchange, Prudential is willing to commit to the City that <br /> should the !-~. NPID 3 not have funds available in the Hopyard <br /> interchange budget and should the mitigation measures be deemed <br /> <br /> A SuOs~d~ary of The Prudential Insurance ComDa~y of Arner!ca <br /> <br /> <br />
