CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 88-197 <br /> <br /> RESOLUTION APPROVING PLEASANTON'S PARTICIPATION IN LOCAL <br /> SHARE OF MEASURE B 1-580/I-680 INTERCHANGE PROJECT <br /> <br />WHEREAS, the voters of Alameda County approved a 1/2 cent sales <br /> tax increase to fund specific street and freeway <br /> improvement projects; and <br /> <br />WHEREAS, the Alameda County Transportation Authority has been <br /> given the responsibility of seeing that the funds raised <br /> from the increased sales tax are spent according to the <br /> terms approved by the voters; and <br /> <br />WHEREAS, one of the projects to be constructed with the funds was <br /> improvement to the 1-580/I-680 Interchange at a total <br /> estimated cost of $54 million, of which $10 million or <br /> 18.5 percent is to come from local sources; and <br /> <br />WHEREAS, the first phase of the 1-580/I-680 Interchange could be <br /> constructed at this time in order to provide earlier <br /> usage of the west to north ramp from 1-580 to 1-680 at a <br /> substantial savings over later costs; and <br /> <br />WHEREAS, the first phase of the 1-580/I-680 Interchange has an <br /> estimated cost of $2.054 million of which $380,000 must <br /> be paid from local funds; and <br /> <br />WHEREAS, when the voters approved Measure B, they approved an <br /> allocation of monies to the cities and county for local <br /> transportation purposes as well as allotment of monies <br /> to specific projects and also approved a local share <br /> cost for certain projects including the 1-580/I-680 <br /> Interchange; and <br /> <br />WHEREAS, it is generally not appropriate to take Measure B funds <br /> from the cities or county to help pay for the local <br /> share of Measure B specific projects since this is an <br /> additional allocation of Measure B funds above that <br /> contemplated by the voters; and <br /> <br />WHEREAS, by advancing money for this first phase of the <br /> 1-580/I-680 Interchange, appreciable savings can be made <br /> in overall construction costs and earlier service <br /> achieved, thus making it a special case; and <br /> <br />WHEREAS, all four agencies, including Alameda County, ask that <br /> the Alameda County Transportation Authority reconsider <br /> the existing policy which prohibits the use of federal <br /> and/or state funds to pay the local costs of future <br /> Measure B projects; and <br /> <br /> <br />
