recommends against any additional outward extensions of BART beyond Livermore. <br />Instead, the Plan recommends that BART be complemented with a larger regional <br />express network serving longer-distance trips. <br />The type of facility that serves this longer distance trip is currently the Altamont <br />Commuter Express. The draft report recognizes the need to incrementally separate <br />passenger rail rights-of-way from freight rights-of-way and over time develop a higher <br />speed, express regional rail network including investment in modern, standard-gauge <br />equipment. <br />Regional Rail in the Tri-Valley <br />The Draft Report Summary describes two Regional Rail alternatives in the I-680/Tri- <br />Valley Corridor absent High Speed Rail: <br />• Alternative 1 -Two station BART extension in median of I-580 near Greenville <br />Road; paired with upgrade of existing ACE service to double-track conventional <br />operation to improve travel time, frequencies and service reliability. Also includes <br />-680 BART line from Martinez to Warm Springs. <br />• Alternative 2 -One station BART extension east to vicinity of EI Charro Road <br />then down EI Charro and gravel pit areas turning into UPRR consolidated right- <br />of-way with an intermodal station in vicinity of Isabel/Stanley; paired with upgrade <br />of existing ACE services to high speed rail compatible operation. <br />The draft report recommends Alternative 2 for the following reasons: <br />• Isabel/Stanley Station serves an estimated 90% of the ridership of Greenville at <br />about'/2 of the total construction cost. (Alt. 1 ~ 1 Billion vs. Alt. 2 ~ 500 Million). <br />o This assumes that the segment that runs along EI Charro and Stanley is <br />elevated BART track. <br />• Isabel/Stanley Station allows for direct transfer between Altamont Commuter <br />Express and BART. Greenville would require a 5 minute walk between the two <br />stations. <br />• Isabel/Stanley Station would be well served by LAVTA buses. <br />The Tri-Valley PAC has requested additional analyses be conducted on the impact of <br />this recommendation on regional ridership. <br />High Speed Rail <br />The draft report also recognizes the possibility of having a High Speed Rail System <br />serve the Tri-Valley and has provided Regional Rail Plan alternatives that include a <br />High Speed Rail system. <br />The draft report recommends Alternative 2 (Stanley/Isabel Bart Station) with High <br />Speed Rail. <br />Page 3 of 5 <br />
