Any additional requests for solid fencing within this subdivision or additions to the <br />newly approved solid fencing will be brought back to the Planning Commission <br />for review through the PUD modification process. <br />Staff believes these conditions are appropriate. Staff notes that it originally had some hesitancy <br />about the proposed solid fence on Lot # 1; however, staff now concurs with the Planning <br />Commission that this fence would not be highly visible and should be supported. <br />The Apri127, 2005 Planning Commission meeting minutes are attached for the Council's <br />information (see Exhibit E). No members of the public commented on this application. <br />PUBLIC COMMENTS <br />Notice of this application was sent to all property owners living within 1,000 feet of the subject <br />property. At the time this staff report was written, staff had not received any public comments. <br />ENVIRONMENTAL ASSESSMENT <br />Projects of this nature are categorically exempt from the requirements of the California <br />Enviromnental Quality Act (CEQA). Therefore, no enviromnental document accompanies this <br />report. <br />FISCAL IMPACT <br />The proposed ordinance would have no financial impact on the City. <br />CONCLUSION <br />Staff believes that the proposed solid fencing would not be highly visible from public roads or <br />areas east of Foothill Road and would have minimal impact on the rural character of the <br />Westridge subdivision.
