Aesthetic and Visual Resources <br />1. Effect on the existing visual character of the site (DEIR, pp. 70-71, 75 and 355- <br />356; Conditions 23-25, 30, 33, 34, 36, and 54 of PUD-33; MMIP A 1). <br />a. Potentiallmpact. <br />Infrastructure elements on the site (streets and private drives; utility elements, including <br />pumping stations, and water tanks; and other public or quasi-public facilities) may <br />present an unattractive appearance unless adequate screening is provided. <br />b. Mitigation Measures. <br />The following mitigation measure is hereby adopted and will be implemented as <br />provided for in the Mitigation Monitoring and Implementation Program: <br />Implement Oak Grove Planned Unit Development (PUD-33) Mitigation Measure A1. <br />c. Findings. <br />Based on the EIR and the entire record before the City, the City finds that: <br />(i) Effects of Mitigation. <br />The Environmentally Superior Project's potential impacts related to the visual impact of <br />the construction of infrastructure on views toward the site will be mitigated to less than <br />significant levels through the implementation of the mitigation measure discussed <br />above, because the measure requires that public use facilities including roads and <br />water tanks be screened from view and integrated into the landscape. The planting of <br />trees and shrubs along roadways and adjacent to the planned water tank will visually <br />integrate newly constructed features with the surrounding landscape. <br />(ii) Remaining Impacts. <br />Any remaining impacts related to views of planned infrastructure features will be less <br />than significant. <br />2. Effect on the existing visual character of the surroundings (DEIR, pp. 71-73, 75- <br />76 and 356; and Condition 23-25, 30, 33, 34, 36, and 54 of PUD-33; MMIP A2). <br />a.
