Cusenza <br />August 21, 2007 <br />Page 2 of 3 <br />will be modeled on a computer to facilitate sensitivity analyses of the critical variables that affect <br />the level of fees and to conduct future updates more efficiently. <br />Craig R. Lawson will meet with City staff as requested to discuss data needed for the study and <br />prior to preparation of a final report to review and discuss draft program requirements and <br />development assumptions. Craig R. Lawson will meet with City staff to review preliminary <br />conclusions developed as a result of the study and will work with City staff to clarify and/or <br />revise the recommendations based on the assumptions used to develop the conclusions before <br />submitting final recommendations. Craig R. Lawson will assist with implementation of the study <br />results. <br />The final report will consist of the financial study and recommendations with the program <br />requirements and development assumptions documented. The financial study and <br />recommendations will be provided in the form of an unbound document suitable for printing <br />additional copies to be used for distribution among interested parties or bound documents as <br />requested by City staff for which direct costs will be reimbursed. <br />Proposed Funding <br />Funding of anot-to-exceed amount of $24,800 is requested. Charges will be based on an hourly <br />rate that is increased each fiscal year based on the San Francisco Consumer Price Index. My <br />fiscal year 2007/08 hourly rate is $180.00, and hence this proposed funding is 3.5 weeks of work. <br />Craig R. Lawson will conduct all of the study work and none will be assigned to others. <br />Qualifications <br />My qualifications as described in the enclosures can be summarized as: <br />• 30 years of wastewater and water utility management consulting. <br />• 24 years as an independent consultant. <br />• 13.5 years as General Manager, & 22 years continuing as Treasurer of LAVWMA. <br />• Hundreds of rate, fee & financing studies for over 50 municipal wastewater, potable <br />water and recycled water utilities. <br />• Cost-sharing studies for 13 regional wastewater systems. <br />I am particularly well qualified to provide financial consulting services to the City of Pleasanton <br />being multi-disciplined with extensive experience with the City of Pleasanton, in the Tri-Valley, <br />and around the Bay Area in wastewater utility management and regional wastewater cost sharing. <br />
