10 <br />THE CITY OF <br />--~ -° ~`°~ ° -~- "" CITY COUNCIL AGENDA REPORT <br />j'L£~S~4NTONo <br />September 4, 2007 <br />Public Works Department <br />Finance Department <br />TITLE: APPROVAL OF A CONSULTING SERVICES CONTRACT WITH CRAIG R. <br />LAWSON IN THE AMOUNT OF $24,800 TO DEVELOP A NEW CITY <br />SEWER CONNECTION FEE MODEL, ANALYSIS AND FEE <br />RECOMMENDATIONS <br />SUMMARY <br />We have completed and received the final City Wastewater Master Plan Update <br />(WWMP). The WWMP was a two year effort involving multiple City <br />departments/divisions focused on analyzing the City's existing wastewater collection <br />and pumping system and recommending improvements to the system for both existing <br />and build out conditions. <br />The WWMP estimated that the cost of improvements to the City's wastewater facilities <br />required to service the wastewater flows coming from future development to be <br />approximately $5.9 million. City staff is recommending that Craig R. Lawson, Utility <br />Management Consultant, be hired to develop a new sewer connection fee model, <br />analysis and fee recommendations for a long overdue sewer connection fee update (the <br />last comprehensive city-wide wastewater master plan and sewer connection fee update <br />is over twenty years old), based upon the final WWMP recommendations. <br />RECOMMENDATION <br />1. Approve the attached "Contract for Consultant Services" with Craig R. Lawson, <br />Utility Management Consultant, for a fee not to exceed $24,800, to develop a <br />sewer connection fee model, perform the sewer rate analysis and provide <br />recommended changes to the City's existing sewer connection fee to match the <br />recommendations within the WWMP update. <br />2. Authorize an appropriation of $10,000 from the City's Sewer Expansion Fund <br />balance to CIP No. 972020, Sewer Connection Fee Update (currently funded at <br />$15,000) to be used to fund the additional cost of the project. <br />FINANCIAL STATEMENT <br />The sewer connection fee study and recommendations will be presented to the City <br />Council at a later date. Financial impacts from any change to the sewer connection fee <br />will be presented at that time. <br />
