Ordinance No. 1958 <br />Page 14 of 17 <br />88. Six-inch (6") vertical concrete curbs shall be installed between the new parking spaces <br />and the landscaped areas unless wheel stops are installed, subject to the review and <br />approval by the City Engineer and Chief Building Official. <br />89. The applicant shall dedicate to the City an eight-foot wide public service easement <br />(P.S.E.) along both the Sunol Boulevard and Sycamore Road frontages of the subject <br />properties. Said easements shall be granted to the City prior to the City Engineer <br />approval of the Lot Line Adjustment merging the two lots or prior to the issuance of the <br />on-site building permit, whichever occurs first. <br />90. All existing wells on the site shall be removed or sealed, filled and abandoned pursuant <br />to Alameda County Ordinance 73-68, prior to the start of grading operations unless Zone <br />7 retains specific wells for observation wells, or special approval is obtained from the <br />City Engineer for temporary use of an existing well for construction water. Any wells <br />designated for abandonment or any wells, encountered during construction, are to be <br />destroyed in accordance with a permit obtained from Zone 7. <br />91. All existing septic tanks or holding tanks shall be removed or sealed, filled, and <br />abandoned, pursuant to the requirements of the Alameda County Department of Health <br />Services. <br />URBAN STORMWATER RUNOFF REQUIREMENTS <br />stormwater Design Requirements <br />92. The project shall comply with the Alameda Countywide NPDES Permit #CA50029831, a <br />copy of which is available at the City offices. <br />93. The following requirements shall be incorporated into the project: <br />a. The project developer shall submit a final grading and drainage plan prepared by <br />a licensed civil engineer depicting all final grades and on-site drainage control <br />measures including bioswales. Irrigated bioswales shall be redesigned as <br />needed to the satisfaction of the City Engineer to optimize the amount of the <br />storm water running off the paved surface that enters the bioswale at its most <br />upstream end. This plan shall be subject to the review and approval of the City <br />Engineer prior to the issuance of any building permits. <br />b. The project developer shall submit sizing designs criteria to treat stormwater <br />runoff at the time of plan submittal. <br />c. Landscaping shall be designed to minimize irrigation and runoff, promote surface <br />infiltration where appropriate, and minimize the use of fertilizers and pesticides <br />that can contribute to stormwater pollution. <br />1) Structures shall be designed to discourage the occurrence and entry of pests <br />into buildings, thus minimizing the need for pesticides. <br />2) Where feasible, landscaping shall be designed and operated to treat <br />stormwater runoff. In areas that provide detention of water, plants that are <br />tolerant of saturated soil conditions and prolonged exposure to water shall be <br />specified. Soil shall be amended as required. <br />14 <br />
