invoked and everything would be frozen. The residents are still owed money from the <br />discrepancies discovered during the term of the old agreement. In addition, the <br />maintenance of the Park has deteriorated dramatically. In view of this, the residents are <br />requesting that the City enforce the agreement and if the owners ignore that, they are <br />requesting a survey be taken as to how the individual rents would be affected by invoking <br />the City ordinance. Depending on the result of that survey, the residents would entertain <br />putting it to a vote of the residents. He noted they appreciate the efforts of the City <br />Attorney on their behalf in the past, but they feel the Mayor and the new City Council may <br />be unaware of the conditions mentioned and urge them to consider their plight as senior <br />citizens on fixed incomes and act now. <br />Jacki Hawk of Hacienda Mobile Home Park addressed the Council noting that their <br />residents have a big impact on the City as they vote and shop. She noted concern that <br />they feel left out in the wind at this point. They have tried everything to communicate with <br />the owners and they are asking for the City's help. <br />Hans Telm addressed the Council concerning the recent Trinity Lutheran project and <br />noted concerns with the approved option. <br />Carole Perkins of Hacienda Mobile Home Park addressed the Council regarding the <br />agreement. She commented on the problems they are experiencing and noted the owners <br />have always done what they pleased and have ignored the agreement. She noted the <br />agreement expired December 31, 2006. In September 2006 the residents came to the <br />Council regarding their concerns and have not received any answers or solutions. At the <br />request of the owner, the agreement was extended to March 2007. Since then the City <br />Attorney has not been able to get the owners to the table to discuss matters and the <br />agreement has been extended to the end of July, 2007. The residents have come to the <br />conclusion that the rental agreement is not a viable control on rents and maintenance <br />issues in their Park. An emergency all park meeting was held last week and a vote was <br />taken whereby the residents unanimously voted to come to the City and ask about <br />pursuing a rent stabilization ordinance for their Park. She noted a couple of months ago a <br />few of the residents met with the City Attorney, the City Manager and Councilmember <br />Thome to acquaint the City with the issues they have had since Ken Waterhouse and <br />Phillip Roon took over the Park. Under the agreement, the City has not been able to <br />enforce the terms. An ordinance is allowed and is therefore enforceable. As senior <br />citizens with fixed incomes, they need this type of control. Without it they are in danger of <br />losing their homes and in danger of their safety because of the lack of maintenance. She <br />concluded by asking that the Council please seriously consider their request. <br />Marlis Braitsch of Hacienda Mobile Home Park noted concerns with safety issues at the <br />Park and asked that the Council consider helping the residents. <br />Larry Buchheit of Hacienda Mobile Home Park addressed the Council regarding safety <br />issues at the Park. <br />City Attorney Roush noted the negotiations are on-going, albeit they are slow. He added <br />he has not been able to get all parties to agree. He noted the City does have an <br />ordinance that is in place and will take affect for any Park that does not have an <br />agreement and that may be the direction that staff will recommend for the Council to <br />adopt.
