BACKGROUND <br />In accordance with the requirements of Ordinance 1507, staff reviewed attendance <br />reports from the various City commissions for the period of January 1 through June 30, <br />2007. The City Manager notified certain commissioners that their absences during this <br />period equaled or exceeded the one-third limitation established in the ordinance. The <br />commissioners were contacted and their responses are attached for Council (under <br />separate cover) for its review. <br />Section 2 of the ordinance requires the City Council to determine if a member's reasons <br />for his/her absences were justified. If the Council determines that the absences were <br />justified, there is no further action required. If the Council determines that the reasons <br />for the member's failure to attend the meetings in question were not justified, the City <br />Council shall terminate the term of office of the member and declare the office vacant. <br />If the Council declares any office vacant, City staff will notify that commissioner that <br />his/her term has been officially terminated. The vacancy will be filled in accordance with <br />the City's regular appointment schedule. <br />The information supplied by the commissioners meets the requirements of the <br />ordinance and staff recommends that the Council accept the information as provided. <br />The City has historically appointed interested and committed commissioners. The <br />attendance requirements are to ensure that the commission meetings are regularly <br />attended so that the City's business can be conducted.
