BACKGROUND <br />In the late 1970's, the City constructed a public parking lot on Peters Avenue between <br />Division Street and St. Mary Street to provide additional parking in the Downtown area. <br />The owner of 328 St. Mary Street, immediately adjacent to the public parking lot, has <br />requested that PG&E upgrade the electrical service to the building. PG&E is proposing <br />to serve the property from a new 3-phase transformer located in the back of Fernando's <br />Restaurant. <br />The existing electrical service to 328 St. Mary Street was a 120/240-volt single-phase <br />service feed from a transformer on St. Mary Street. Since the new occupant of 328 St. <br />Mary Street requires a 120/208-volt 3-phase service, the transformer on St. Mary Street <br />could not be utilized. Supplying power to the building requires the installation of an <br />underground service across the driveway serving the City parking lot from St. Mary <br />Street. The owner of the building, Mr. James Byrd, is asking the City to grant an <br />easement to PG&E across the driveway for the installation of underground utilities. <br />Approximately two years ago, Bob Byrd made a similar request to allow PG&E to install <br />an electrical conduit in this same City parking lot to serve the Wine Steward retail shop <br />at 641 Main Street. According to Mr. Byrd, the conduit that was previously installed was <br />intended to also serve the building at 328 St. Mary Street, however, the location of the <br />electrical service changed during the building renovation and it is not practical to use the <br />conduit previously installed. <br />DISCUSSION <br />City staff has reviewed the location of the easement with the parking lot improvement <br />plans and determined that the underground lines would not be in conflict with the <br />parking lot improvements or with future operations. Any trenching of the existing <br />parking lot pavement required for installation of the underground electrical facilities will <br />be restored at the expense of the applicant, Mr. Byrd. Staff is recommending that <br />Council approve the applicant's request to grant an easement to PG&E for the electrical <br />service to 328 St. Mary Street.
