CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 89-94 <br /> <br /> RESOLUTION ESTABLISHING A LOAN PROGRAM TO <br /> ENCOURAGE RESTAURANTS TO LOCATE IN THE <br /> DOWNTOWN AREA <br /> <br /> WHEREAS, restaurants are the types of businesses which the <br /> City Council has determined to be highly desirable <br /> for downtown Pleasanton in that they draw persons <br /> to the downtown; and <br /> <br /> WHEREAS, one of the goals of the Downtown Specific Plan is <br /> to increase the number of restaurants in the <br /> downtown; and <br /> <br /> WHEREAS, the City Council has found that a major obstacle to <br /> restaurants locating in the downtown is the sewer <br /> fees which restaurants are required to pay in order <br /> to connect to the Dublin San Ramon Services <br /> District (DSRSD), which fees are substantially <br /> higher than other commercial or retail uses; and <br /> <br />WHEREAS, the City Council has considered several <br /> alternatives to encourage restaurants to locate in <br /> the downtown, which alternatives were set forth in <br /> a Memorandum from the Council Sewer Committee to <br /> the Members of the City Council and appeared as <br /> Agenda Item 6A on the Council's December 20, 1988 <br /> Agenda; and <br /> <br />WHEREAS, these alternatives were more fully explored in the <br /> Report of the City Manager (SR 89:14) dated <br /> January 3, 1989, after which the Council adopted <br /> Resolution No. 89-10, which adopted in concept <br /> incentives to encourage restaurants to locate <br /> downtown and which directed staff to prepare a more <br /> detailed plan for Council consideration; and <br /> <br />WHEREAS, the City Manager has presented such plan to the <br /> Council in the Report of the City Manager <br /> (SR 89:76), dated February 21, 1989; and <br /> <br />WHEREAS, the City Council now finds that in order to carry <br /> out one of the goals of the Downtown Specific Plan, <br /> the incentives described in the City Manager's <br /> Report are critical and necessary; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br /> <br /> <br />
