SCOPE OF WORK FOR FISCAL/PUBLIC SERVICES CONSULTANT <br /> <br />The role'of the fiscal consultant is to assist staff in <br />developing public facility and service criteria, evaluating <br />the fiscal and practical feasibility of extending those <br />facilities and services to the Study Area, and assisting the <br />City in packaging this information in the form of a Sphere-of <br />Influence application to LAFCO. <br /> <br />Task 1: Assist City staff in developing land use alternatives <br /> for the Study Area including the cost and feasibility <br /> of annexation, public acquisition, public facilities <br /> and service requirements <br /> <br />Task 2: Assist City in analyzing existing and proposed public <br /> facility and service criteria in terms of costs and <br /> practical feasibility <br /> <br />Task 3: Estimate fiscal impacts of various land use <br /> alternatives, annexation, and acquisition scenarios <br /> <br />Task 4: Analyze to what extent various land use, annexation, <br /> and acquisition scenarios will cover public facility <br /> and service costs <br /> <br />Task 5: Analyze various methods to finance capital <br /> improvements required to serve the study area under <br /> various land use alternatives <br /> <br />Task 6: Propose alternatives for phasing capital <br /> improvements to meet City Level of Service standards <br /> <br />Task 7: Summarize findings into a Draft Report and <br /> incorporate into EIR <br /> <br />Task 8: Assist City Staff in preparing LAFCO Sphere-of- <br /> Influence application and tax sharing agreements <br /> <br /> <br />
