CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 89-93 RESOLUTION APPROVING A SCOPE OF WORK FOR THE WEST P~ASANTON ANNEXATION FEASIBILITY STUDY WHEREAS, the Pleasanton General Plan includes policies to investigate the feasibility of annexing a 20,000 acre Expanded Planning Area; and WHEREAS, these adopted policies call for the City to conduct specific studies of access, utilities, public services, environmental constraints, and possible land uses within the Expanded Planning Area; and WHEREAS, the 10,000 acre area shown in Exhibit A lies within the Expanded Planning Area; and WHEREAS, the conduct of a detailed annexation feasibility study of thesel0,000 acres will require technical input from City staff, a fiscal consultant, and the landowner's consultant; and WHEREAS, the landowner, Amador Land and Cattle, has agreed to reimburse the City for the costs of hiring a City selected fiscal consultant, and the costs of staff review time; and WHEREAS, City staff has prepared a scope of work for the fiscal consultant, the landowner's consultant, and City staff to conduct the annexation feasibility study in a timely manner. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1: The attached scope of work represents the specific studies called for in the General Plan regarding the 10,000 acre northern portion of the Expanded Planning Area and is hereby approved. Section 2: City staff is directed to conduct the attached scope of work titled Proposed City Staff Work Program. Section 3: The City Manager is directed to execute a contract with Economic and Planning Systems to conduct the work program described in the attached Scope of Work for Fiscal Consultant the cost of
