DRAFT
• Community Facilities is now in Public Facilities and Community Programs
Element;
• Program 16.1 on Ridgelands density taken from the referendum, previously in the
background section;
• Program 18.6 from the background section;
• Changes to simplify and more closely align the Growth Management Program to
City Council priorities and to prepare the Growth Management Report "as
needed";
• Anew Goal 3 related to sustainability; anew Policy 23 and associated programs
which were originally drafted by the Pleasanton Energy Committee for the new
Energy Element; a new Policy 25 and Program 25.1, originating from the City
Council's list of priorities; and
• Updates to the Citizen Participation section.
Ms. Stern concluded by asking the Commission to review and consider the Draft Land
Use Element and provide comments to staff who will integrate those comments into a
report for Council consideration at its August 21, 2007 meeting. She added that a copy of
this report will be emailed to the Commissioners for their information.
In response to Commissioner Blank's concern that he did not see any mention of the
airport noise in the discussion regarding the East side, Ms. Stern replied that the airport
noise will be included in the discussion on the Noise Element as well as in the East
Pleasanton Specific Plan study.
Commissioner Blank noted that in view of the constant complaints during the past two
months from Pleasanton residents about the airport noise, with 50 percent of the noise
complaints coming from two homes, he felt it was incumbent upon the Commission to
point out in the Land Use Element any particular land use that may be impacted by noise
from the Livermore Airport. He noted that people continue to buy homes in Pleasanton
and appear not to know the existence of the Livermore airport and the impact airport
operations can have on their properties. He indicated that he would like the airport noise
to be a part of both the Land Use and Noise Elements.
Ms. Stern noted that it might probably be appropriate to include the issue on airport noise
in the discussion on the future Specific Plan.
THE PUBLIC HEARING WAS OPENED.
Ria Hutabarat, 101-C Neal Street, stated that mixed-use being developed as a cohesive
project does not mean it needed to have a single owner or be developed at the same time
but rather, as a diversity of building ages which would make for a more interesting
streetscape for pedestrians.
Ms. Stern confirmed that it would not be required to have a single owner and could
evolve over time.
DRAFT EXCERPTS: PLANNING COMMISSION MINUTES July 11, 2007Page 5 of 24
