Draft 2.0 Land Use Element <br />~ ' "'`'^ "c~ GOALS, POLICIES, AND PROGRAMS <br />Overall Community Development <br />Goal 1: ~a-eAchieve and maintain a complete well-rounded community of desirable <br />neighborhoods, a strong employment base, and a variety of community facilities. <br />Policy 1: Allow development consistent with the General Plan Land Use Man. <br />Program 1.1 Ensure consistency between the General Plan Land Use Man <br />and the zoning designation for all properties within the Citv's <br />sphere of influence. <br />Policy 2: Evaluate land-use changes in the context of overall City welfare and goals, as <br />well as the impacts on surrounding neighborhoods. <br />Program 2.1 When evaluating development proposals or changes in land <br />use consider General Plan and Specific Plan policies, Zoning <br />and Subdivision Ordinance standards, existing land uses, <br />environmental impacts, safety, aircraft noise, and resident, <br />merchant and propertyowner concerns. <br />Program 2.2: Consider surrounding land uses and potential impacts (such <br />as aircraft noise when changing land-use designations. <br />Special Interest Areas <br />Policy 3: Develop specific plans fox undeveloped and underutilized areas of Pleasanton <br />that are changing or have the potential to change. In the specific plan process, <br />identifyfacility needs, explore opportunities for mixed-use development, and <br />flan for a comprehensive circulation system. <br />Program 3.1: Prepare a Specific Plan for East Pleasanton as a coordinated <br />effort between the commercial and residential proper <br />owners, major stakeholders and the Pleasanton community, <br />including residents of East Pleasanton. <br />Program 3.2: Work with the Hacienda Owners Association to prepare a <br />Specific Plan for the Hacienda Business Park. <br />Policy 4: Continue to implement adopted specific plans along with relevant rezoning. <br />Residential <br />Policy 5~: Preserve and enhance the character of existing residential neighborhoods. <br />LU element 082107 redline 2-28 <br />
