THE CITY OF <br />-~. ~ ~ <br />pL~E~AS~4NTONo CITY COUNCIL AGENDA REPORT <br />1 <br />August 21, 2007 <br />Planning and Community Development <br />TITLE: CONSIDER THE DRAFT LAND USE ELEMENT OF THE GENERAL <br />PLAN <br />SUMMARY <br />This report provides information regarding the Draft Land Use Planning Element of the <br />General Plan. The City Council is being asked to review this Draft and provide <br />feedback to staff prior to the incorporation of the Draft Element into the Draft General <br />Plan document. <br />PLANNING COMMISSION RECOMMENDATION <br />The Planning Commission reviewed the Draft Land Use Element on July 25, 2007. The <br />Commission recommended amendments to the draft, including: additions and changes <br />to the list of residential neighborhoods; additions under Community Facilities; <br />information about the Busch Property; noting that properties in East Pleasanton are <br />affected by noise from the Livermore Municipal Airport; noting that a planning process <br />for East Pleasanton was originally initiated in 1998; revising the definition of gross <br />developable acres to exclude portions of a property with slopes of 25 percent or greater; <br />and adding a policy encouraging land development that is compatible with alternative <br />transportation modes. Planning Commission draft minutes are included as Attachment <br />5. <br />RECOMMENDATION <br />Review and consider the Draft Land Use Element of the General Plan (as shown in <br />Attachments 1 and 2, and the Map in Attachment 3) and provide feedback on <br />amendments to be made prior to incorporation into the Draft General Plan document. <br />FINANCIAL STATEMENT <br />The Draft Land Use Element includes recommendations for implementing programs <br />related to land use. The cost/benefit implications would be analyzed prior to the <br />implementation of specific programs and would be reported on at that time. <br />
