PLANNING COMMISSION
CITY OF PLEASANTON
COUNTY OF ALAMEDA
STATE OF CALIFORNIA
RESOLUTION N0. 2392
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
PLEASANTON RECOMMENDING APPROVAL OF A DEVELOPMENT AGREEMENT
BETWEEN PRUDENTIAL INSURANCE COMPANY OF AMERICA AND THE
CITY OF PLEASANTON CONCERNING THE HACIENDA BUSINESS PARK AS
GENERALLY FILED UNDER CASE PUD-81-30
WHEREAS, Prudential Insurance Company of America has applied for a Development Agreement
for a 573 acre "business park" to include approximately 23 net acres of
"garden" offices, 62 net acres of general offices, 50 net acres of "mid-rise"
offices, 47 net acres of industrial/warehousing, 273 net acres of research
and development/light manufacturing, and 38 acres of retail commercial/financial
development with the remaining approximately 80 acres to be used for street
and flood channel right-of-way purposes, to be located on the east side
of Hopyard Road between the Arroyo Mocho and a point approximately 1400
feet south of I-580 and extending east to the tracks of the Southern Pacific
Transportation Company; and
WHEREAS, under the proposed development agreement, the City would continue to have
discretionary design review approval of buildings within Hacienda Business
Park, including the right to require mitigations reasonably related to the
particular site under consideration. However, the City would not be able
to exercise such discretion in a manner which would materially interfere
with the development of the property for the uses and to the density and
intensity set forth in the PUD. Additionally, the City would still have
.discretion to reasonably determine that the effects of the Hacienda Business
Park require further mitigation measures than required under case PUD-81-30;
and
WHEREAS, the proposed development agreement would lock in, for a period of 25 years,
the uses, height, density and intensity set forth in PUD-81-30 and allowed
under the "Industrial, Commercial and Offices" land use designa on of
the general plan. Changes could be made with regard to the local rules
and regulations governing the development to the extent that they do not
materially interfere with those uses and to the density 2nd intensity as
set forth in the PUD; and
WHEREAS, at their duly noticed public hearing of November 21, 1983 the Planning
Commission considered all public input, related exhibits and recommendations
of the City Staff; and
WHEREAS, the Planning Commission found the proposed development agreement to be in
conformance with the General Plan of the City of Pleasanton; and
WHEREAS, an Environmental Impact Report was prepared for the readoption of case PUD-81-30.
For this reason, no environmental document accompanied this application.
