REGISTRATION OF ASSAULT GUN OFFENDERS <br /> <br />The proposed legislation would create a Registration Unit under <br />the Department of Justice for everyone convicted of assault gun <br />offenses. It would require specified offenders to register with <br />the law enforcement authorities of the city, county, or city and <br />county in which the offender resides or is temporarily domiciled, <br />within 30 days after coming into that jurisdiction. It would <br />also specify that the registration requirements shall terminate <br />five years after whichever of the following events occurs first: <br /> <br />1) the discharge from prison of the person convicted; 2) the <br />release from jail of the person convicted; or 3) the termination <br />of probation or parole of the person convicted. <br /> <br />This proposal is similar to the controlled substance registration <br />requirements (see below). <br /> <br />MULTIBURST ACTIVATOR BAN <br /> <br />The multiburst trigger activator is a device that can be attached <br />to the trigger of a semiautomatic firearm which allows the <br />firearm to discharge two or more shots in a burst by activating <br />the device. This device allows a semi-automatic weapon to fire <br />more rapidly, similar to a fully automatic weapon. It will be <br />proposed that these trigger activators be made illegal. <br /> <br />AB 134 - REGISTRATION OF CONTROLLED SUBSTANCE OFFENDERS <br /> <br />Current law requires a person convicted of specified controlled <br />substance offenses to register with the law enforcement authority <br />of the city or county in which he or she resides within 30 days <br />after moving into the jurisdiction. Existing law provides that a <br />knowing violation of any of these registration requirements is a <br />misdemeanor. <br /> <br />There are currently 17 drug offenses that require registration. <br />These include felonies such as possession of heroin, sale of <br />cocaine or heroin, and the cultivation of marijuana; wobblers <br />such as possession of concentrated cannabis, possession of <br />cocaine and forging a prescription; or a misdemeanor such as <br />being under the influence of a narcotic. <br /> <br />The following will be added to the list of reportable offenses: <br /> <br /> - unlawfully engaging in. such acts as renting or leasing a <br /> building for the unlawful manufacture of controlled <br /> substances; <br /> <br /> - utilizing a building designed to suppress law enforcement <br /> entry in order to sell, manufacture, or possess for sale <br /> controlled substances; <br /> <br /> <br />
